REGIONAL MAINTENANCE PROGRAM SEMINAR

The Seminar “Development of Maintenance Programs and Tools for Historic Building Maintenance” was held between 29th -31st of May in Kotor, Montenegro as a result of cooperation between Cultural Heritage without Borders (CHwB) and the local NGO EXPEDITIO. Additional partners supporting the event were Europa Nostra and the National Trust of England, Wales and Northern Ireland.

The Seminar gathered 40 participants including representatives from national institutions for heritage protection, NGOs and individual professionals from Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Kosovo, Macedonia, Montenegro, Romania, Slovakia, Slovenia and Serbia. In his welcome address Mr Predrag Malbasa, the deputy Minister for Culture and Media in Montenegro, stressed the importance of professionals openly and freely communicating and exchanging experiences.
The maintenance of the built heritage is of great importance for the long-term protection of historic buildings. The development of maintenance programs and plans is one very practical step to secure a sensitive and sensible approach towards building maintenance, and can be used as an important tool for the owners and users of the buildings.
During the Regional Seminar a discussion was initiated on the importance of maintenance programs and plans, in South east Europe. The Seminar concluded with a proposal of setting up the “South East Europe skills project” which would focus on establishing an educational scheme for professionals to be trained in traditional techniques and materials usage in historic building conservation / restoration.

WORKSHOP ON THE RISE OF LOCAL COMMUNITIES – ENHANCEMENT OF HERITAGE FOR SUSTAINABLE DEVELOPMENT

Association for Rehabilitation of Cultural Heritage (ARCH) and the Swedish Foundation Cultural Heritage without Borders (CHwB) are organizing a Workshop on "The Rise of Local Communities - Enhancement of Heritage for Sustainable Development."
The planned workshop will take place between the 11th and 13th of June 2007 in Senjski Rudnik (central Serbia).
Senje Coalmines is the oldest coalmine in Serbia, and was open in 1853. As a first modern coalmine in Serbia, it is a birthplace of Serbian industrialisation. Cultural and natural heritage of this area is immensely rich and diverse; therefore it represents the most important resource that can be used for future development, especially when the exploitation of coal is terminated. If not used on contrary, the area will be abandoned, the demographical aspects would be altered and new problems with un employment would be created.
Based on a Municipality and the civil society initiative, as well as a National government – this area is recommended to become a core of future pilot project of local development that is based on wise management with cultural and natural resources. The project is starting this spring (2007), and something similar could be initiated in the countries in the Region.
First goal of this workshop is development of awareness of local population about the potentials in this field, to help them and local authorities to perceive this potential at a very beginning of this project, to learn about similar project in foreign countries, and to determine together with experts, future steps of project development.
Second goal of the workshop is establishment of partner’s relationships with institutions and colleagues in the region, and even wider for common performance in preserving of European cultural and natural heritage, and its use in sustainable development programs.
This is the first project of local development in Serbia, based on a use of heritage. It will be the first project that deals with a wise use of industrial heritage in Serbia.

THE NATIONAL MAINTENANCE COURSE - Follow up

Cultural Heritage without Borders in collaboration with Federal Institute for Protection of Monuments, has organized a follow up of the National Maintenance Course that started in spring 2006. The first follow up meeting was held in the premises of Federal Institute in Sarajevo, on 20th of April 2007.

The overall goal of the National Maintenance course is to initiate the production of Maintenance programs. The Maintenance programs mainly concern the buildings that CHwB has restored in past ten years in collaboration with the Institutes for Protection of Monuments in BiH. The intention was to initiate the usage of maintenance programs in Bosnia and Herzegovina as one of the tools for preservation of built heritage.
The participants at the meeting were architects that were responsible ones in restoration projects. The participants present were representing Federal Institute for Protection of Monuments, Sarajevo; Institute for Protection of Monuments, Republika Srpska, Banja Luka; The Old City Agency, Mostar; Commission to Preserve National Monuments and from CHwB.
The meeting started with the lecture given by Mr Dick Sandberg on the reasons for the existence of maintenance programs, how they fit into the legal system and in relation to other tools for preservation of historical buildings and sites. The meeting continued with discussions on different issues related to the production of Maintenance programs.
The next meeting on production of Maintenance programs is planned for the end of June 2007, in Banja Luka, BiH.
